PVC copes with rain and wind fine. What kills banners is a loose corner flapping all night, so use every eyelet and pull it tight against the fence rather than leaving slack.

My logo is only a photo on my phone

Send it anyway and you’ll be told straight whether it holds up. A small logo blown up to banner size goes fuzzy, so it can be redrawn clean before anything gets printed.
