Where the material allows it, yes. Ask for a sample and you can stand it on a shelf, shove it in a fridge, or post one to yourself before committing.

Do you do the label design as well

Yes, and it usually works out cheaper done together, because the artwork gets built to the cutter guide first time instead of being redrawn to fit.

What about barcodes and allergen labelling

Send what has to appear and it gets laid out properly and legibly. Getting the wording right is your call, but the layout won’t be the thing that fails.
